The Most Important Role – Backbone at Ground Level
The Farmer Welfare Officer is the most crucial position in the project, working directly with farmers at the village level.
🔹 Key Responsibilities:
- Form a group of 20 farmers in each village (Farmer Society)
- Conduct monthly meetings with farmers
- Educate farmers about organizational schemes and benefits
- Collect and maintain farmer data records
- Assist in insurance, loans, and subsidy applications
- Organize agriculture training programs
- Provide information about government schemes
- Facilitate distribution of agricultural machinery
- Ensure availability of seeds, fertilizers, and pesticides
- Support education and scholarships for farmers’ children
- Provide job placement assistance
- Facilitate crop insurance and low-interest loans
- Promote dairy, poultry, and fishery projects
- Encourage organic farming practices
- Educate about water-saving techniques
- Introduce modern farming technologies
📍 Note:
Depending on the population and number of farmer groups, a village may have more than one Farmer Welfare Officer.

🔹 Key Responsibilities:
- Manage all Farmer Welfare Officers within the block
- Collect and review monthly village reports
- Establish new farmer societies in additional villages
- Organize training programs and awareness camps
- Maintain records of machinery distribution
- Verify loan and insurance applications
- Conduct regular meetings with FWO staff
- Invite agriculture experts for guidance
🏢 District Project Controller Officer
🔹 Key Responsibilities:
- Manage and supervise all blocks within the district
- Review reports from Block Supervisors
- Organize district-level meetings and training programs
- Build partnerships with NGOs, banks, and insurance companies
- Oversee implementation of schemes in the district
- Manage funds and financial operations
- Supervise machine warehouses
- Develop large-scale farmer groups and district projects

- Oversee operations across 4–5 districts
- Monitor performance of district-level officers
